Constantly growing requirements to immediacy and reliability of data daily used by public safety administration pose new challenges to decision-making process equipment and dataware. The need to ensure reliable communication and data transfer as main technical component of the control system, to ensure extended data transfer and immediate access to data sources defines strict specifications of hardware intended to arrange departmental data and communication networks.

Today communication providers deploy multiservice new-generation IP networks (NGN) that employ point-to-multipoint communication unlike all previously used communication networks. Such a change of interaction concept is dictated primarily by IT development in corporate sector of new services and resources. Old technologies based on dedicated and VF lines threaten operation of public security systems.

Public address systems have failed in many regions by now due to irreversible upgrade of communication and data networks. Taking into account significance and long-standing need for modern nationwide public address and notification system, the reconstruction should be deemed as building allocated automated subsystems on local and regional levels.

Complex- Civil Defense and Disaster Warning System (CDDWS), hereinafter referred to as the System, allows:

  • Gathering data from monitoring units about sensor statuses, sensor data values (in physical quantities), sensor trigger threshold crossing analysis
  • Tabulating monitoring System operating statuses indicating sensor statuses, sensor data values (in physical quantities), threshold triggering statuses, latest sensor status updating times
  • Tabulating of address System operating statuses indicating Terminating Warning Devices (TWD) statuses, status change record times
  • Allocating Terminating Warning Devices (TWD), monitoring sensors and covered sites on a city or region map indicating sensor range and alert coverage
  • Tabulating map-dimensioned status dynamics
  • Automatic selection of public address scenario according to the set monitoring sensor trigger handling algorithm; manual selection of public address scenario according to selected scenario and map object
  • Starting notification scenario and supervising over addressing process

Main tasks of the System

The following tasks should be solved in order to reach the set objectives:

  • Automatic gathering of monitoring sensor (module) data
  • Automatization of notification scenario starting procedure
  • Map data visualization to improve information perception Monitoring System data receipt logging and notification process logging
  • Unauthorized data access prevention
  • System administration
  • CDDWS server and monitoring server database and configuration backup in case of emergency.

General System concepts

  • The System is designed according to the following basic concepts:
  • The System is designed Windows-based, x-plat prospectively
  • The System is compatible with current global address system software
  • The System involves communication channels as well as those implied by IEPAS, design documents, for both transceiving data source telemetry and terminating hardware interrogation by interrogation trigger signal
  • System components shall communicate on physical, link, network and transport levels through telecommunication networks that support TCP/IP stack
  • The System implies backing by communication channels and software modules
  • Software shall be protected against unauthorized access to with a password and HASP key
  • The system shall support scalability through connection to monitoring systems by other vendors
  • The system shall be of modular type, e.g. allow connecting several monitoring units to the core, connecting several work stations to the Control station.
  • The system shall include build-in automatic status monitoring, tracing of abnormal and emergency conditions; prospective failure and accident correction facilities
  • The platform supports flexible non-destructive expansion with new functions added or current functions revised
